Rebuild Todo List fmt 11.1.2 partial rebuild

fmt 11.1.0 broke the ABI compatibility with earlier 11.x versions. It was believed to be fixed by 11.1.1, but there still was breakage, which we noticed in [1] but misdiagnosed. The ABI breakage should now be fixed altogether in 11.1.2.

I believe only two packages, that were affected by ABI break, need to be rebuilt:
- surge-xt
- easyeffects
